Why does my phone sometimes make me manually switch to SMS messaging when I am texting on wifi?

Android is there a setting I have wrong? It's annoying because sometimes I don't even realize that the text wasn't sent and it manually makes me switch it to SMS

When in a bad signal area like a steel building there may not be enough bandwidth to send a "modern" text so it asks you to use an SMS old fashioned system
