If a politician convinces enough people that there's a problem, that equals political power for the politician in the form of votes and cash. The greater the problem, the greater the power. If that politician then fixes the problem, they lose that power. Career politicians aren't willing to give up that power.
Lots of people do notice. But most don't because of short memories mixed with emotional arguments and moralizing. The politicians know that enough people will let them get away with it, especially if they have media on their side to help shift the narrative and attention.
