Why does my cat immediately stick his butt in my face every time he jumps up into my lap?

Cats are governed by their own social rules. It treats you like a cat. You seem to be treating your cat as a human expecting it to shake hands or something. Learn some cat.
You can say hello with a slow blink. Most animals do this - except for people.
