You could just say to the brother, "Look this is totally me, not your sister, so I want to get that out there. I really like your dog--he's(?) really a particularly great dog. But--and I don't want to offend you--maybe you've become used to it...your really wonderful dog smells really NOT wonderful. So bad that his stink precedes him. I would be happy to wash him for you and not make this more work for you. Would you let me do this for you and your great dog?"
