My neighbors don’t keep track of their dogs

Before, I have heard their dogs barking around with them yelling at them, but it’s sounding like it’s becoming a problem. In our housing complex, all dogs are supposed to be kept on a leash anyway, but I’m honestly not too concerned about that rule, so long as one’s dog is well-trained and well-behaved. Our neighbors dogs clearly aren’t if they’re letting them out unleashed and then having to scream at them because they take off, not listening to them. I just hope they’re not aggressive dogs because then they’ll be in real dip shit.
