Looks like maybe they caught a nail in something and tore it out or broke it? My cat decided to sneak into my bedroom last month, found her way into a closet and somehow got herself stuck INSIDE a suitcase. I was lucky to hear her cries, get her out and then deal with all the little bloody cat footprints, because she tore her nail.
If its not actively bleeding, I would say keep an eye on it, make sure its healing, but at first sign of an infection, get her to the vet.

We washed his foot and cleaned it very well. We're going to keep an eye on it and see if it gets worse. He is not acting like it hurts him at all. So I think he's going to be fine

No, it is not illegal to trim cat claws in California; pet owners can still trim their cat's nails themselves or have a veterinarian or groomer do it. The recent law only bans declawing cats for cosmetic reasons, not regular nail trimming.

@bijouxbroussard yeah I wasn't sure if that was true or not. I think they are thinking of declawing. And our cat has all his claws we just trim the sharp tip off so they don't snag on carpet or use

@Cigarguy He definitely trusts you. It took my cat awhile to let me clip her nails and clean her up.

I am just really confounded by what @FreestyleArt said are California laws, prohibiting pet parents from trimming cat nails?
It makes zero sense: Lon9 nails are dangerous for people (and cats too).
One of our ladies was trapped by a lon9 nail on a radiator, she was twisted up literally and could not 9et out.
I proceeded to help her, but s he bit me twice on my arm from pain and fear. I was in mild shock.
I brought out a thick towel and `unwound` her, she still was `attacking me` but it was all fine :)
No damage and if it was, it was very minor, vet said :)
