Are dogs allowed to just pee anywhere???

I was walking my son this morning and I saw this huge dog not sure what breed it was, but there was this nice Mercedes Benz just parked in front of us and he went next to it and just peed on it, and the owner she just let him ! I was so grossed out 🤢.
