What time would you say it's inappropriate to call someone you are not close with?

So my neighbor who i am not close with decided to call me at 11:30pm, I'm 100% sure it's not an emergency,
I try to avoid her because she is friends with my ex
And I suspected he is using her to get my information,
But i decided not to block her because I'm just being polite. I thought she would get the hint after not ignoring her and not engaging in her conversations,
Am I over exaggerating?????
Lately I'm learning to trust my intuition because in the past i ignored it and that got me into soo much trouble
