What makes a good conversation good?

Why do some conversations with certain people are great but other conversations with certain people go downhill? What do you do, if anything, to make a great conversation?

I mean, as in getting to know one another in a romantic situation or like just in general?
I would just have small talk & sometimes something will pop up that you're both really interested in.
