No. Of course not, because you allegation is just not correct.
Britain was not the only empire builder (France, Holland and Spain were the other main European ones) but her former colonies gained independence in largely stable, working, even productive conditions many decades ago.
That a few - by no means all - are in a bad condition now is no-one's fault but their own.
When first colonised, they did not have "governments" as we would know them, to "destabilise" anyway; though Christian (?) missionaries from the European countries did try to "convert" the residents.
A few, such as India, were ruled by ancient monarchies but most, such as North America and Australia, were sparely-populated by tribal societies.
