Respect has to be earned

New here, and hoping for mature and positive chat.
I was recently questioned as to whether punishment is ever justified.
My view is this, and it hasn’t changed much over almost 50 years.
1. Punishment if brutish or abusive is never justified, but
2. Sensible rules, boundaries, and standards of behaviour benefit relationships whatever form
3. There is no point going to the effort of defining the above, if they are not monitored and enforced, otherwise the benefits they are designed to achieve are never realised.
4. Consequences need to be clear and transparent so everyone knows what happens when errors occur.
5. The consequences need to be meted out in a consistent manner
I have always believed personally and in discussion with others, that fairness and consistency in approach develops trust and respect. If those two things are present the negative aspects of punishment largely disappear.
