I am sure they add buoyancy, since flesh is less dense than water.
I am not sure if an erection would increase buoyancy, though.
The buoyant force on an object equals the weight of the water that it displaces. So a growing member displaces more and more water. Yet that extra volume is just extra fluid (blood), whose weight cancels the increase in buoyancy due to the increase in volume.
