Yes. That way there's a permanent record of every vote in case a recount is needed.
Bonus: the vote is anonymous; separated from the voter. Mail-in ballots can arrive in signed certified envelopes; once the signed envelope passes inspection then the ballot is separated and becomes anonymous.
