This is a propaganda Op-Ed pretending to be news.
Those are along the lines of the only terms that this war will end on but the west is determined to bleed Russia to the last Ukrainian and so hell will likely freeze over before they agree to this.
I also find it hilarious that the nations that still dictate the sovereignty and military policy of Japan and Germany 80 years later are crying foul about claims Russia would have unfair influence over Ukraine in such a deal.
The hypocrisy is mindlblowing.

russia has broken every treaty it ever signed except one - it honoured the von Ribbentrop-Molotov pact.
russia's standard procedure has always been to deny any intention to steal, then steal as much as possible, and insist it now belongs to them. When the response causes them problems, they offer to return part of what they stole... leaving them with a nett gain. In the ensuing pause they quickly reposition themselves, return and steal what they gave back and as much extra as possible. When the response causes them problems, they offer to return part of what they stole... rinse and repeat.
Over and over and over... it's what russia has always done, but they're now realising that this time Ukraine isn't going to play that particular game with them.
If necessary Ukraine will fight to the last Ukrainian, because they are being attacked by a murderous and amoral criminal régime bent on destroying the sovereign democracy of Ukraine.
The US will go scurrying away (trump's 24 hours are up), but Ukraine will not be fighting alone. Ukraine leads the Free World, and the Free World now sees the russian terrorist state for what it is.
