Why do some think to finish russia with nukes with preemptive strike

And they will be safe. I am no expert in that field but what about russia’s dead hand nuclear system?

i'm not sure anyone in america is lobbying for a "nuclear first strike". But i might be mistaken. do you have a link to substantiate this? it sounds almost troll-ish . . .
