@guerrilla On the grounds that they are not trained or equipped military personnel. Based on your rationale the government in Iran should just go in and wipe out all those women protesting about women's rights. Or the US government should have sent the tanks in to kill all those people rioting after George Floyd. I mean they could then be classed as enemy combatants couldn't they?
