russia just got attacked in moscow but russia has a deadhand nuclear launch system but why hasn't it been activated?
it's supposed go active if russia's ever attacked it's supposed to launch all of it's nuclear weapons

Presumably because it's only triggered by a truly serious attack; otherwise, it'd go off as soon as a street brawl broke out, which would be awful, because, y'know, Russia.
