If we really need to saber rattle...

Can we do it with the intention of actually making something better? Like, start saber rattling at nations that don't do anything about scammers operating call centers in their nations?

Like, I don't really think that's worth going to war over. But if we're going to go threatening people anyways I feel it should be over something the common person can benefit from.
