Rule 65(c) of the Federal Rules of Civil Procedure states that a court MAY issue a preliminary injunction or temporary restraining order only if the person requesting it provides a bond to cover any costs and damages a wrongfully restrained defendant could incur. The Rule excludes the U.S. government and its agencies.
I'm not lawyer, but it sounds like it's handcuffing judges and saying that they can't preliminary injunction or temporary restraining orders
UNLESS the person requesting one is
BOTH1) Rich enough to pay for the potential violations being caused against them
2) Willing and able to put the liquified money up
In other words, taking away power and rights away from judges and non-rich people.
