The East Germans were notoriously bad shots at killing people trying to get away.
Behind the Wall, they had dog runs (wires with dogs able to only go along them). You could see these in some places like, e.g., at the Brandenburg gate [see my profile photo] where you could get a little higher and see.
If a guard tower was occupied, then if you were taking photos or using binoculars, you'd see the shadow / outline of a guy in the East looking back at you with HIS binoculars...
