It has been measured. Manhattan is sinking at an average rate of 1 to 2 millimeters per year. The fix for this is to dig more subway tunnels and other underground spaces!
In Houston TX (and Shanghai), famous for soft soil, they sometimes use "compensated foundations" which means they dig out the building's weight in soil. It thus reaches isostatic equilibrium and floats in the soil (with some deep piers for stability).

@Birdbox1986 I am not rich. Not everyone that lives in Manhattan is rich. My stepfather was a superintendent and the apartment we lived in was part of his pay

While I can appreciate the metaphor, most of Manhattan is built on solid granite bedrock. One reason they are able to build those skyscrapers in the first place.
