And no, the sun hasn't changed colour either, nor the sky itself. HAARP isn't into "weather control", they're an organisation that studies the (primarily upper) atmosphere with things like radar. No one can actually control the weather, although there have been attempts, which largely failed, to influence it.

@Pambie you can't control the weather, but you can modify it. We all do on a daily basis. Urban weather is modified and different than weather in a place with asphalt.
You can build a dam and increase clouds. Or deforest a forest and modify rainfall. You can also light fires and help it create different clouds
You can influence it temporary or permanently
