No, of course it not the "work" of any deity.

Gods don't make buildings! Nor demolish them.

It is the work of inept designers and/or sloppy builders, or if this is an old bulding being converted, perhaps a result of decay over many years.

The building in question was an old condo building to begin with. Then it got a makeover where several more floors were added to the existing building. Those extra floors overstressed the very old infrastructure of the original building which is why it is now collapsing around itself. The original infrastructure was designed to only carry what was originally built, not the addition of several more floors on top of that.

I don’t think so. I think it’s more greedy contractors and the preference to ignore potential collateral deaths instead of building and maintaining safe buildings.
