This sort of thing started happening in Europe and South America, in 1920s.
It gave us Nazis, Fascists, Franco, Peron...
A hundred years later, it gave us Trump, Bukele, Orbán, and let's not forget Putin and Xi.

In a democracy, we don't use the army, because nothing good will come out of it.
People are frustrated with crime rates in large cities, but the answer is to pick better local leaders, and staff properly with law enforcement that's truly color blind. It's what the people want, but the racists will pretend that they must bring in the big guns instead.
