I think they're part of a US gov't program. I'm not sure what they're doing; could be 3D mapping urban areas, could be capturing precise locations of millions of cell phones, who knows.
In any case I think the gov't or the military are developing capabilities to be used in future urban conflicts, so they need to overfly urban areas for testing & development. They can't acknowledge a secret program and they don't want panic, so they keep telling us "don't worry!"
