The four surplus years there was a Republican-controlled Congress, except for the end of 2001 when the defection of Jim Jeffords led to a short-lived Democrat majority in the Senate. The five highest increases occurred in years in which Democrats controlled both houses of Congress (except for 2020, when Dems had the House with a GOP Senate). A simple understanding of federalism would have saved you from embarrassing yourself.
