Before Trump cried to the media the FBI had given them back. Did the FBI take the passports to determine what countries Trump was offering US Secrets to?

My understanding of the situation is some of the passports were diplomatic ones issued to the president which he was also supposed to return. Seems Trumpy is a klepto too.
