Russia first because Putin seems to be unstable and has no one to check his actions, but perhaps Ukraine, too, because when people are backed into a corner they'll fight any way they can.

Russia is using the power plant like a terrorist uses hostages, as security against attack but this also allows Russian troops to mount attacks from within the power plant.

@Pitchblue The war is not going to end any time soon. I don’t think it will expand outside of Ukraine because if Putin comes up against NATO forces he comes up agapanthus combine army of trained organiced troops who are able to operate far more effectively than Ukraine’s civilian army.
