Johnson's tenure has been scandal played for quite some time now. I'm surprised that he lasted this long.

Catalytic Converter theft is not new. It's been happening for at least 20 years now. The metals inside are sometimes worth more than the converter itself.

People have been stealing catalytic converters for years. I talked to a guy on here who investigated a crime family in Portland where the father bought a house with stolen catalytic converters.
