I know here if they get any kind of government assistance they will open a case for child support from the non-custiodial parent. If they are taking care of their child anyway, I don't see a need to make them pay. DNA tests could be helpful in some situations. If the government wants to pay for that, go for it. I don't think they do.
I think government should stay out of most things unless there is a disagreement and then people can make their own decisions.
