Try a layer of sand over the top of the soil. The gnats need the damp organic material in the soil and and the sand creates a barrier.

You can get fungus gnats from fungus that develop from overwatering plants.. one idea is to put the plants outside to dry up in the sun for a day or two..and put fresh dirt on top. Hopefully the plants dont get sunburnt...I know the gnats don't like the direct sun.
The only time I had a problem like that was when I bought some hippie dirt compost stuff that had banana peels or something in it. I assumed they were attracted to the fruit in the dirt.
