Need help from plant people

I have this cutting of a Virginia creeper that I’m hoping to propagated. It’s been in this water bottle for two weeks. It now has these white spots on it. I have enlarged the picture so you can see

Are the white spots the beginning of roots or is it sick?
The plant is sick. All that brown on the lower right, is an indication of fungus. Cacti and succulents should never be propagated in water. That will just rot them, as it's doing with your plant. The fungus is systemic, and it's most likely too late to save it.

When you get another cutting of something this succulent, just put the cut end on top of some sandy soil, and mist it every once in a while. That's your best bet.
@Jenny1234 As I say, by now, the fungus is a systemic problem. So, even if you cut off just to top portion and wash off all that white stuff, it still may not be healthy enough to root in the sandy soil. But, it's worth a shot. Good Luck.

That to me looks like a fungus. Now i could be wrong.

Can you get another cutting and put less water in the bottle/glass?

Those are Mealy bugs. You can safely treat them with Neem oil

With vines, you can lay the cutting horizontally directly into some soil, keep it moist, and it should root for you. Hey, I'm rooting for you, too. (Sorry, couldn't help it)

It looks like a fungus. It requires air circulation, less humidity and proper watering.
