@Mindful Oh they're happy as can be. The water never goes dry and entire generations breed and live in those stretches. Further up it's thick with algae so they have food, and some feed on waste matter and mosquito larva.

@Degbeme Good question, these canals and storm drains are an interconnected network with a few of the natural streams and the manmade reservoirs. The water level never goes to zero so there's always about 4-5" of depth in the middle channel. Most of these fish are invasive hobby fish, and also some purposefully introduced ones that feed on waste matter and more importantly-mosquito larva.
Nature finds a way.
