@KingofBones1 You think the money is being spent to help other countries but the truth is it is being used by the CIA for dark projects such as creating conflicts between ethnic groups or nations or to build roads to traffic drugs or some other such evil things. There is always a deep ulterior motive for each project they are spending it on.
