My friend just sent me this. I don't know how this can happen. My guess is water froze on the sign and today was warmer so it started to melt and slid down the sign. If you look closely you can see the top of the ice by the bottom of the 2

Stenciling of the letters and numbers creates raised area's. So when it melts those raised areas get impressed on the ice.

If the sign was made without a stencil then this wouldn't happen.
