Is it normal for people to constantly scream at their children?

I don't have any, i have no interest in them as a species so i don't know. Maybe it literally is all the rage. But my neighbours seem very shouty. 😬

I was walking into town yesterday an passed by a woman with a pram and small child and she would have made a sailor blush with her language to her children.

*edit: actually , I know a sailor and he probably wouldn't have blushed but figuratively speaking*
