Is it normal for people to constantly scream at their children?

I don't have any, i have no interest in them as a species so i don't know. Maybe it literally is all the rage. But my neighbours seem very shouty. 😬

But common.
I don't know why people have children when they cannot treat them like little humans with needs and these same people would be crying about what victims they are somewhere.
