Will some cities and states see a mass exodus of police?

There are three trends:

1. Banning non-lethal
riot control methods like pepper spray, fire hoses, rubber bullets, & batons.

2. Eliminating “qualified immunity,” so police officers (not just the city or state) can be easily sued in civil court.

3. Defunding police departments so officers are paid less and layoffs are needed.

Why would they ban those non lethal methods ?

So police are supposed to politely ask rioters to not rob a shop.

This is my personal concern, not trying to offend anyone.
@HopelessGuy Do they politely reach for their gun instead of the non-lethal weapon at a traffic stop ? For an unarmed citizen ?

Or if you're protesting, which is what most people were doing. But, as long as you're confident, now that you freely admit you have no idea what kind of damage a rubber bullet can cause...
