Will some cities and states see a mass exodus of police?

There are three trends:

1. Banning non-lethal
riot control methods like pepper spray, fire hoses, rubber bullets, & batons.

2. Eliminating “qualified immunity,” so police officers (not just the city or state) can be easily sued in civil court.

3. Defunding police departments so officers are paid less and layoffs are needed.

Already happening.

I live in the suburbs of Philadelphia.

Already they are seeing lots of resignations and early retirements.
Can't hire new police.
Crime is going up, murder rate is the highest in 20 years. Shootings are a regular occurrence, I have a work mate who lost her nephew after being shot and killed due to a road rage dispute.
Quality of life issues are getting worse. I am seeing tons of complaints about Mad Max style ATV gangs roaming the city in groups of 20 or more, terrorizing the citizens and causing all sorts of mayhem.
I am being told cops are looking the other way on everything. They know they are being filmed at all times and none want to be forced to choose between their life and their job.
I am being told 911 is either not answering, or being put on hold for extended periods of time, or some are being hung up on.

@SumKindaMunster This is the problem when things start to go to far in the other direction. I would not like to be a US police officer!
