Do you write country songs about people scrolling through Instagram?

I've never written any songs, but if I did they wouldn't be country. They would be dance music (90s style) or R&B (again, 90s style).

One can write songs in any genre about anything.

A country person can have to grapple with things which he/she is not used to from anywhere.
