I still find it hilarious to explain the concept of the TV licence to Americans - the response I usually get is "Yes, we pay for the BBC through our cable subscription, too".
No, that's not the same because you can opt out of your cable subscription if you don't like it - sure, you'll be cut off... but you don't get prosecuted for watching TV without a cable subscription (assuming you don't default on the bill) like we do with watching TV without a licence.
Your cable company doesn't write to you, threatening to send a man out to your house while you are at work and your wife and children are home alone to bully her into buying a subscription - only to take her to court for watching TV with no subscription anyway. Yes, it's predominantly women who are taken to court for this.
