Is it possible too scuba dive and swim down to the titanic shipwreck without a submarine?

No.

The limit for normal SCUBA diving on air is barely 30m (3 Bar pressure), and that for only a short time.

Diving deeper becomes very much more technical and hazardous, and the Titanic lies at about 3800m, far beyond any version of that. The pressure down there is about 380Bar (approx 5500lbs/in^2).
