Best stuff came out during the 80's and 90's.
I probably would vote for the 90's because off:
1. "Batman the Long Halloween" (1996 - 1997) - Jeph Loeb & Tim Sales
2. "Dark Victory" (1999 - 2000) - Jeph Loeb & Tim Sales
3. "Batman No Man's Land" (1999) - Arc with several artists and tie ins
4. "Batman" issues 515-519 ; 521-525 ; 527-532 ; 535-552 - by Dough Moench & Kelley Jones
5. "Batman: Legends of the Dark Knight" (1989-2007) - Several artists
"Batman: Legends of the Dark Knight", has a bunch of iconic titles like: Venom, Prey, Going Sane and Ghotic.
You also have the entire Knightfall drama. Which has some iconic moments, but the execution of the idea is a bit wonky at time.
And then there are the stories that are now bundled in a series called: "Batman: The Caped Crusader", which are post-crisis issues that lead up too Knightfall. It has some great stories like: "The nights of the beast". There is also the collection of "Batman: Shadow of the Bat" that contains some (but not a lot) good stories. Most notable being: "Batman: The Last Arkham".
But It still has some incredible competition from the 80's though... There are some awesome Batman storries in there. The quality uptick of modern Batman starts at the end of the 70's and carries out through the 80s. With some iconic titles like:
- "The Killing Joke" by Allan Moore
- "Batman: Year One" by Frank Miller
- "Batman: The Dark Knight Returns" by Frank Miller
- "Arkham: Asylum: A Serious house on Serious Earth" by Gran Morisson
- "Batman: The Cult" by Jim Starlin
- "Son of the Demon" by Mike Barr
- "Gotham by Gasligh" by Brian Augustyn
... The only thing that tips the scale for me, is my personal favorite by Jeph Loeb & Tim Sales. But yeah 80's and 90's is deff the way to go for me.
