As one who is in touch with many leading American Sherlockians, I can attest that Burke is the most highly regarded Watson of all time by them.
I recommend watching the scene from "The Greek Interpreter" where Holmes and his brother Mycroft are trading deductions about a man they see from the window at the Diogenes Club. Burke/Watson is silent during the exchange but his facial expressions are spectacularly done.

Jeremy Brett will always be my favorite Sherlock Holmes. And David Burke was perfect as Dr.Watson.

@rinkydinkydoink He took over when David Burke choose to follow his wife in returning to Shakespearian theater and thus having also more time for his young son Tom. He's a fine actor now too by the way. Was in Black Bag only last year. Plus Edward Harwicke was the actor who Burke suggested to replace him in the series. They were both excellent in the role.
