[center][b]The Joker + Harley Quinn - Ra's Al Ghul - Poison Ivy[/b][/center]

[b]The Joker[/b] is pretty obvious because if there is anyone that holds the right to be called as Batman's true nemesis then its the Prince of Crime. They share much history and even Batman has admitted that he does have a certain fondness for the Joker - something of a camaraderie between enemies.

[b]Harley Quinn[/b] would be best paired on with Joker - being alone she isn't really on the top 3 but considering that she is a part of the Joker and his creation of sorts it fits to keep her with him.

[b]Ra's Al Ghul[/b] because he is someone who has been there since the formative years of Bruce and if anyone has been a more pain in the ass then it's him - he's been directly responsible for people like [b]Bane[/b], [b]Talia[/b], [b]Jason Todd[/b] and others who have been foes to Batman. Unlike the other villains in the series who mostly limit themselves to Gotham and Arkham - Ra's operates on a whole other level.

[b]Poison Ivy[/b] - many would feel isn't right to be so high in the list but in terms of her character i think she is pretty great - she messes with the Bat's head and she's been in some of the better challenges to Batman.

If not for her, I'd pick the [b]Riddler[/b] or [b]Two-Face[/b]
