Well, we have to break this down.
If we're talking about Big Box Office films, then I would disagree. Films made by the major studios have better writing, better cinematography, better directing.
If we include all content including original offerings from streaming services then the quality has certainly diminished based solely on a business model of, "just get it finished and air it."
