What's the name of the movie that...

It's a movie from the eighties or nineties, a comedy about a guy with long hair like Lorenzo lamas or The Reegade, who is an android, or robot, but he looks one hundred percent human, and he keeps getting stuck talking and doing things uncoordinated, not sure if it's a cop, secret agent, detective or just an experiment gone wrong, also not sure if the comedy was a Disney movie or not, I vaguely remember a scene where the guy avoids a shootout dodging all the bullets while he is in front of a brick wall moving his head and hair in a very funny way, and despite everything he does not receive a single shot... and some friends hide him in a sack to take him to repair.
