The Galaxy class starship seen throughout The Next Generation was widely accepted in Starfleet and The Federation as a technological failure?

Yes it was a top of the line ship, but it certainly wasn't one of the better ones out there.

To me 1701-D, 1701-E and the NX-01 were all the best ships !

The 1701-D was even though a top of the line ship still overly expensive and at the end of the day a waste of resources.

At their times the NX and the 1701-E were very successful.

@sarabee1995: Yes, but all these ships were made at different times (The NX being over a hundred years apart from the Galaxy)
