Mortal Engines?

I'm sorry, I just can't imagine how this is supposed to fix a resource problem.

"We're running out of resources."

"Let's put the entire city on a giant monster truck with jaws and drive around eating other cities."

I'm not saying I don't see why the author thought that was a fun idea, just that it makes absolutely no sense in terms of solving a resource problem, even if much of the Earth had become geologically unstable.
