Mh, Idk. There were so many scary films, mostly in the past, today it's all about the visual effect and an over-exposition of it. I think something really scary is made by the opposite of over-exposure, is made by mystery and suspense, not-showing instead of showing.
You know something dark is close, but what made it so scary is the fact they don't actually show this to you, and you're waiting for it, more and more disturbed. With some exception of course.

IT (1991) Not a terrifyng movie, a tv production maybe even boring in some parts. But the few minutes showing Tim Curry acting as Pennywise are, imho the most dreadful scenes of cinema. That Pennywise is pure terror, I've got little cold chills even writing about it. Tim Curry was amazingly great in other movies too.

Overall there are dozens of frightening movies deserving a watch, I can suggest some of them coming to my mind now. The Shining, The Exorcist, The Silence of Lambs, Suspiria, Deep Reed, Alien, M (The Monster of Dusseldorf), etc. Ok, more than the scariest these among the best in horror-terror genres..
